Sort of. Trying to come up with a GL that fits in the Teraverse World Laws isn't easy you know. Ing is pretty damn close. He doesn't have the Oa stuff or Sector 2814 obviously. Not that Diane's banned aliens (there have been two panspermia attacks on Earth after all), but she has urged restraint.

Alan Scott has actually shown up as the head of UBC (the network Stay Up Late! with Buffy Summers airs on). Ing really isn't a GL, so do what you want with your idea because you're a better writer anyway Bob.

I only used him because there was that throwaway mention in one of your stories -- I don't need it to be Tom Swift, just someone techy. I'm still outlining the idea, at the "Step three... profit" stage where I have a beginning and a bit of an ending, and nothing in the middle. And since it was your story where he was mentioned, and you have an existing idea, as far as I'm concerned, you have priority. I can change things easily at this point and given my existing projects, it may be a while before it sees the light of day anyway. I'd rather not step on your toes and keep you from using something you had in mind when it's not critical to my idea.
