Same thing -- we're just looking at times that are an hour apart.
Midnight Eastern = 11 PM Central
(plus 1 hour on each side)
1 AM Eastern = Midnight Central
My deadline was midnight Central time; I sent out the draft by email at 12:50ish AM Eastern.
