Back when the green power was specifically the mental energies of the Guardians, stored in the central battery and shared out to the Corpsmen who used their will to control it, it made sense that they had a near monopoly on the stuff. Now that it's just plain Will Itself, why is it the sole province of the GLC? Which is silly, of course. First, why would there only be seven or eight such batteries in a universe that's as cluttered with god-level beings as the DCU is? Second, why are they crowded into an extremely narrow section of the EM spectrum? (One would expect there to be VHF Lanterns and Microwave Lanterns out there somewhere... but, no, they're all crowded into one small sliver of the spectrum that isn't even a full octave.)
