No.Well, the Harry in that fic has repeatedly manifested an aura of amazing magical power when he gets angry. The neverending stream of fics that star versions of Harry with a powerful magical aura sometimes makes me wish that Rowling never had him cast that super Patronus spell when he was 13. The point of the Potter series is that he is an everyman character who restores the natural order through perserverance and the bonds of community; giving him awsome power undercuts the idea that he is an everyman.

I hardly think an enhanced presence counts as Super!Harry, not when you look at things like "Sunrise/Sunset over Britain" or just about anything by Jeconais... Being scary/commanding doesn't quite rank with casting a deadly ward around all of England/Scotland or basically being a demigod.
