Apparently, she's one of the ship girls from Kantai Collection. She represents a ship from WWII that nobody really knows what happened to it.

Essentially the "poi" is a verbal tic that roughly means "Supposedly" or "I guess" when added at the end of a sentence.

It also became a meme on a MMO Warship game, even though the ship she represents isn't in it.
