Actually, yes they can. Word order implies meaning. Great green dragons implies there are dragons that are coloured green which are either large or the speaker is of the opinion that the dragons are skillful, important or celebrated. Green great dragons implies that a specific variety of dragons, the great dragons, are coloured green, or that a specific sub variety of the great dragons is green.
If the description appears out of order, it generally implies that the description stops and the item being described starts being identified.

The guy moving snow into the street would get a pretty significant fine around here. IIRC you can get ticketed for unsafe operation if your car isn't completely cleaned off, too, on the grounds that chunks can fly up and hit otjer cars as well as obstructing the road by falling into it in a drift.
