While not literally granting three wishes, and not especially strong without other measures to modify it since it splits his metagift three ways, getting both flight and aquatic adaptation from a single song is nothing to scoff at and the third power is always something situationally appropriate if not necessarily what Doug would take as first pick in its own right.
