I have some, but I would like to start with Crystal Millennium. Since France is a core region of Sailor Moon fandom, I think French should be spoken more as my first idea.

"French was historically spoken by two distinct subgroups, both of whom idolize stories that are set in France, before French/French-speaking anime fen came to the Crystal Millennium en masse due to the magical girl genre being extremely popular in France. The first of these groups existed to celebrate stories such as Rose of Versailles and Sakura Taisen: Ecole de Paris, while the second were Fen who loved stories such as Noir. All of them merged together to an extent after the aforementioned newbie bump, along with the Age of Sail fen and/or Sammies who loved Hearts of Iron mods and who could also count as military fen helping out in French-language bureaucratic matters such as government offices."
Also, is Noir the anime with 26 episodes?

You've already mentioned the Age of Sail Fen, so I'll just mention that there were a lot of wars between the British Empire and either Spain or France at the time. (And between the British Empire and the USA, too.) Somebody's going to suggest historical-reenactment games divided along linguistic lines... but they shouldn't go beyond games.
That said, we have a few Crystal Cities that we never did anything with other than name them. If you want to put a more Continental culture in one of them, feel free!
(And, yes, Noir had 26 episodes.)
