One wonders how big a sadist the youma who did that bit of areoengineering had to be to include that, and what used to be there during the Silver Millennium.

Dunno about the second, but as to who I'd guess it was the youma who'd later go under deep cover as Saotome Ranma, the one who's infamous for always finishing what they start despite being only barely above the strength of a baseline human.

Like a lot of people who were fans in the 80s, I learned about that crater from Watchmen (though the Original Writer didn't identify it by name when he crashed Jon's crystal palace into it).
