Now that Shonen Jump USA is printing the Memories arc, it looks like the place where Sangnoir could do the most good/damage.
The Ancient Egyptian language barrier might be a problem, but I'm sure that he'd object to the government imprisoning/executing random citizens to extract their ka.

But if he wound up in the actual past, as opposed to the "World of Memory," it might significantly alter the plot and the modern Yugi/Kaiba/Bakura dynamic right from the beginning of the series...
