Aqua song, good times. I'm sure it's come up before, but the thing that struck me about this song is the idea of, well... a kind of celebrity. Something about it always said 'the person you are observing is just amazing'.
My verdict? It generates a psychic field for the duration that makes everything Doug does look amazing to the observers. It doesn't actually change what he's doing or even what he looks like: it's more like everyone in the radius becomes incredibly easy to impress.

I like that -- lowers their threshold, or reduces their relevant critical faculties.
I'm still leaning toward "gives everyone in AOE powers", though.
