I don't know why I thought of the Beatles' "Here Comes the Sun" (lyrics), but I did, so...
First-order effects: melts ice (handy if Doug's going up against someone with "freeze" powers), disperses inclement weather.
Second-order effect: pisses off Wetter Hexe ("Looney, you
know I needed those storm clouds...")

Well, according to Bob...it creates a sunbolt he can fire against creatures of the dark.
I also proposed a light bulb effect that will turn night into day for a football radius.
