At best, grant LT Stretching Powers...
In all likely hood, summons the image of a short, fat man that does exactly what the song says he does, causing every one else to stop and stare...

I think I like the 'summon rubber band playing street performer' power, myself... it beats pointing and shouting "AAAAAAGH! IT'S GODZILLA!" or "Hey look, the Goodyear Blimp!" as a distraction, at least, Giving Doug an unlimited supply of rubber bands to use as projectiles could be fun too, though.

I like "Rubberband Man," it has a good beat and you can dance to it, I give it a 72. It's long been in the hopper for simple stretching powers, but as always other ideas are very welcome... like these.
