Might put him into for the duration of one night by converting his present clothing. The clothes he wears may or may not retain their original properties (armor/tech?), but since the night does not exactly end at midnight they may not change back afterwards.
Since a tailcoat is worn after 6:00 PM or sun down (which ever is earlier) the song shouldn't do anything before that time.

Hm. A companion song to ZZ Top's "Sharp Dressed Man". The perfect place to use both of these, of course, is in the potential Sailor Moon Step -- where they turn him into "Tuxedo Loon".
