Yes, I know the title on the Youtube linked vid is wrong. No, I'm not uploading one with the correct name.
The effect is a little harder to place here, but it's clearly meant to be used during a giant monster attack. To my mind, that means Tokyo-3. The non-kaiju elements line up fairly well too.

Oh, geeze, another song to summon Godzilla? That makes at least three and maybe more so far.
And yes, I think providing everyone in range with a solid energy gun is a perfect effect for the first song.
