That second song doesn't take effect right away; instead, Doug's "got the music in him", and can release the effect without needing to hear the song. Once it's released, the stored effect lasts as long as the song normally would. For play-balance/plot-balance, I'd say he can only have one song effect on hold at a time, and it'll wear off in 24 hours if he doesn't use it. Can Doug play another song while he has a song on hold?
