That's a character called 'Caster', from the Fate/Stay Night franchise. She does not, by default, use Nanoha-style magic casting runes - although
one notes that the particular pattern shown in the image is not one seen in the latter canon.
But yeah, she does look kind of like an Ahb. 'Convergent evolution', so to speak.
