I think zorg's outline for a Borrible template is pretty much spot-on, as general as it is. (I'd say at least a +1 IQ, +1 DX for Borribles, in addition to basic child stats.)
Mm. It's missing a few things, though:
A skill bonus to slingshot, as it's their "traditional weapon".
Streetwise at IQ or better -- it's practically a prerequisite for becoming a Borrible.
Likewise Urban Survival.
Area Knowledge for their neighborhood.
There are a lot of examples of extemporaneous songs -- maybe a skill bonus to Poetry?
Public Speaking, either at IQ or as a skill bonus, to handle storytelling.
And I still think too much in 3rd Ed -- I was also going to say Bard for the oral culture. But that's not in the skill system any more.

A few extra things discovered during some quick web.research: There was a live action film being developed five years ago by CUBA Pictures, but the project seems to be as dead as the Evangelion movie now. Cory Doctorow said in an interview two months ago that if he could get another book out of any SF/F author, dead or alive, he'd want another Borribles book from de Larrabeiti. Unfortunately, I also discovered that de Larrabeiti died in 2008 from cancer.
