Because they - NASA - just did, launching the Cyclone Global Navigation Satellite System from an aircraft at 40,000 feet.

Ask instead why it's been so poorly publicized that satellites have been launched from planes for years... 
(Also ask, why are the post and cancel buttons are so close to each other)
