I'm surprised that you decided to use it not knowing the origin, since that's basically the real joke.
As for the 40W thing, while that is one seriously underpowered laser, it's the same in the novelization and AFAIK the script as well. Blame the writers.
Of course, I'm still a fan of Terminator 3: The Greatest Action Story Ever Told which may be found on the net if you google for it.
(Incidentally, there are magical girls that don't wear short skirts? Why? Wink

I got the strong impression that the novelisation was done so that it matched the film as made, possibly including scenes that only appeared in "Directors Cut" (T2 certainly looked like it happened that way).
I would certainly be curious to know what the original script said, if such a beast exists, as a laser with the power output of a dim light bulb, even if it delivers it all over a microsecond or whatever, is not what most people would expect.
Hmm.
I wonder if there are any conceptual design notes for T1 anywhere around, sort of the written equivalents of artist's sketches and notes for manga? Again, would make interesting reading.

Without the reference, I just saw it as an amusing piece of dialogue and quoted it intact -- actually as part of something Doug's speculating about, hence the "me/Chizue" bits. Being a movie reference just makes it even better, though.
