North Korea's actions during the defector's escape at the Panmunjom border village violated the armistice agreement ending the Korean War because North Korean soldiers fired across and physically crossed the border in pursuit of the soldier, U.S. Col. Chad Carroll, a spokesperson for the UN command, told reporters in a live TV briefing Wednesday. A UN Command statement said a meeting had been requested with the North's military to discuss the violations.

How long until POTUS calls this a casus belli (or words to that effect, because "causus belli" isn't an English phrase)?

It's also improperly spelled. It's casus belli.

And seriously, the Korean War is technically still ongoing. There's no peace between North and South Korea and their allies, there's an armistice. There's a difference. This means that technically POTUS can start military operations right now if he wanted to and the Joint Chiefs of Staff didn't tell him no. And given how Congress gave away their monopoly on declaring open hostilities against an enemy nation after 11th of September 2001 to the President in the interest of national security interests even if the war wasn't still technically ongoing he still would not in all likelihood require Congress to declare war for him to order the military in.
