Yuku occasionally puts messages in that section about new features, service changes, or what have you. But they're generally hidden from non-administrative users unless an admin hits the button that makes it visible to everyone. (And, in fact, when I first saw that message, it *was* in the hidden mode...)

I wouldn't really class that together with other advertising.

I actually have control over whether those messages appear or not. When I saw it this afternoon, I turned it on for the rest of the forum readers. And I just disposed of it a few minutes back when I read Rob's comment.
