BY MOST OBSERVERS' RECKONING, between 150 and 200 real-life superheroes, or "Reals" as some call themselves, operate in the United States, with another 50 or so donning the cowl internationally.

It reminds me a bit of the heroes project (asking every day people to define what a hero is). Sadly my brain has fried and I can't connect the neurons to remember a web address.

The problem with America is stupidity. I'm not saying there should be a capital punishment for stupidity, but why don't we just take the safety labels off of everything and let the problem solve itself?

Oh... we have SO got to incorporate - maybe not any of these people exactly - but the IDEA of them already existing in the VIIOR universe.
Some of them might actually have been playing COH and become actual powered versions of their alter-egos!
Others wouldn't have been, but now have MUCH more legitimacy and inspiration because of the "Powered Heroes" among them.
Maybe some enterprising Gadgeteering Hero from VIIOR whose super science concept now WORKS will gear some of these non-powered people up if they ask?
