Oh, by the way, just for the sake of the irony -- the riff that Will built the song on, the musical phrase underlying "We are the men in black, the galaxy defenders", is from a song called "Forget-me-not". I don't remember who recorded it, but I remember discovering it after MIB came out.

Could this be the song that fries Doug's memory in the Sailor Moon step? Or was that just the normal SM mindwipe from that point in the series?

IMO, this song could, possibly, fix holes in Doug's memories.
For about three minutes Doug would remember every thing he had forgotten (including what the song actually does). Then, those things he was supposed to forget would be labled as "Bad/Damaged" sectors in his mental "hard drive" and a mental SEP tagged to the whole thing so he doesn't spend time worrying about it being missing.
As a side note the "magic" of the song should go after line of site recording devices (security cameras, satelite surveilance, news media ect. ...) as well.

Um, oui. But anyone wearing Ray Bans or any polarized sunglasses wouldn't be affected by it. Double points if wearing a black suit.

Actually, from what I remember, the original song is actually about a bunch of flowers.
However, "It's All Coming Back To Me Now", recorded a couple years ago by Celine Dion but originally recorded by Jim Steinman's hand-built girl-group Pandora's Box around 1992, would certainly do the trick.
