Quote:An open letter to the self-styled Lord Voldemort

A few days ago, we faced each other once more in the ongoing disagreement over the state and future of the so-called Wizarding World, and a prophecy concerning the two of us. As I have decided to make every effort to avoid becoming like a certain secret hoarding old man of our mutual acquaintance, I share this now freely:

"The one with the power to vanquish the Dark Lord approaches ... born to those who have thrice defied him, born as the seventh month dies ... and the Dark Lord will mark him as his equal, but he will have power the Dark Lord knows not ... and either must die at the hand of the other for neither can die while the other survives ... the one with the power to vanquish the Dark Lord will be born as the seventh month dies ..."

I find that the idea of living forever greatly appeals to me.

Therefore, I propose the following agreement between us: That I shall relocate to the southern hemisphere, and we two shall avoid each other for the remainder of our mutually unlimited days. To insure the sanctity of such an agreement, I offer that each swaer to the other the following oath:

Firstly, that not you, nor your sworn followers, nor any who act on your behest or behalf, shall attack myself, or my sworn followers, or those who act on my behest or behalf, save that they have made invasion of your hemisphere of influence.

Secondly, that all those within your hemisphere of influence who are found to be of disagreeable blood status or ideology shall be allowed free passage to my own, with whatever of their goods and chattel as may be rendered portable within a period of reasonable notice not less than seven days and not more than one lunar month.

Thirdly, not you, nor your sworn followers, nor any who act on your behest or behalf shall endeavor to make mischief on the inhabitants of my hemisphere of influence or beset them with disaster or make the land or the water or the sky unpleasant in which to live and go about their affairs.

If you are agreeable to such an oath, your usual methods should suffice to arrange a more private discourse by which to decide a time and place that it may be sworn in mutual safety and convenience.

I'm reasonably sure I saw a short fic with this basic premise (might have been one of Rorschach Blot's) except with Harry claiming the western hemisphere.

There was a fic from Lucius Malfoy's perspective where something similar happened. Harry negotiated an agreement where Voldemort and his Death Eathers got England, but were forbidden from interacting with muggles and had to allow everyone who didn't want to live under his rule to leave (including new muggleborn). Voldemort's society rapidly imploded due to inbreeding and the fact that the hardcore purebloods who remained didn't know how to run an economy when the lower class that actually did all the real work left.
