Pity that superhero origins don't work in the real world -- this guy probably would have been Japan's Champion for the last sixty years otherwise.

Possibly, but given that many hibakusha were discriminated against by Japanese that were not subject to the bombs, he might suffer from
the problems that Spider-Man has over the years, with his rocky relationship with the NYPD.
