A cubicle anime about civil servants
You have as the main characters:
1.  The former noob of the department who is now their sempai. Note: you do not ask the new newbies what to do now. And don't tell them "Please work yourselves like a dog for the civilians."
2.  The slacker - He has 3 questions:
     A.  When is lunch break?
     B.  Where is the smoking area?
     C.  Where's the place I won't get caught slacking off?   Smile
3. The one with low confidence - she's getting to the old maid stage (24 years old?) and it's her first time at a job. It looks she's ready to cry at the customer service desk. I share her pain...customer service is not my thing either.
4. The dedicated one - who is a a mission of vengeance.
The work setting seems to be at the city/ward welfare administration department. The closest show I can see this being is Parks and Recreations...or a Japanese version of Dilbert.
Just one question..what's jugem jugem in japanese?

Somebody please tell me this is (going to be) licensed - I want to take it to work.

(And I won't have time to look for it myself, thanks to our org-chart shakeup that starts on Monday.)

How big a shake-up are we talking about here?
