Is there actually any Harry Potter in that Harry Potter?  The bit of it that I read would have actually been significantly *improved* by admitting that the main character was just an OC.  Does it ever underail the character in any meaningful way... or include any real connections with the HPverse at all?

Yeah, in a few instances. It's implied that he's in shinigami land due to the hallows in some fashion. And Harry still has his memories. He chases Yoruichi because he thinks she might be an animagus for example.
