Why is it that 'Governent shutdown' is even a thing?

'Government shutdown' in most civilised places is usually followed by 'Government execution'.

To the point that most governments have ways of riding through clusterfucks and keeping the state running inspite of itself

We had a shutdown once. Once. The queen fired everyone and there were elections. It's never happened again.

Which sounds fair to me. They weren't the ones who decided to stop working.
