I took it as basically that the Japanese have seen so many kaiju and/or giant robot attacks by now that they're all "Meh" about them.

I found it particularly funny how much Mako's seiyuu stayed in character.  Not just that she sings in a sleepy voice, and even yawned into the microphone, but when you get a chance to look at her feet, she's marching in place less energetically than the others.

Aside from being the opening video for a con of some kind, I agree with the theorem that yes, after a while the rank and file residents are in fact, "oh, just another day where we live"
