No, that's also something in US jurisprudence. It's "referred to arbitration" by the justice system instead of waiting for a (more-expensive and slower) court proceeding.

Rob: Just include everything in Category:Anime, and go back and exclude those from [[Anime First].
Oh, you know how we had some missing images?  Well, I found them, and John Lewis installed them.  It turns out we had them all along, but we skipped importing images that began with a lowercase letter, probably due to Mediawiki's funny ideas about case.  I'm running the link rebuilding now, so if the site is unstable for a while, it's all my fault.

Possible Ban Evader
Geth, Brent, I'd like your opinion.  In doing a routine review of recent changes, I came across a user, Stolen5487, who actively replaced the ban notice I gave Star Knight Subaki with an apparently innocuous post.  It can't have been an accident because he made separate edits to change the title and the content. (http://allthetropes.org/w/index.php?ti ... ad_history]see here).  And he's doing the same kind of Complete Monster wonkery SKS was up to before his ban.  And although he hasn't pulled the page renaming stunts that got SKS banned, I suspect they're one and the same.
I've restored the ban notice text and given Stolen a warning.  In the mean time, I'd like a second (and third) opinion on whether he seems likely to be SKS under a different name.

EDIT:  I just noticed as I was cleaning up my investigation that he also removed my signature from the post and substituted his.  That's no accident.  I'm inclined now to ban this guy outright for vandalism.  Say me nay or I will ban him before 24 hours are up.

Do what you will.  I think page bans or temporary bans are more effective, but we've already done the temp ban thing here, so I don't see a lot of options.
I just emptied the unused categories page, and updated the links tables for the whole site.  That means, for a little while, that maintenance pages like http://allthetropes.org/wiki/Category: ... file_links will be all full of useful wiki gnoming info.  Notably the images on ATT original pages need to be replaced.

Well, frankly, I think a year's ban is as good as a perm-ban -- it'd take a particularly obsessed type to even remember to go back after a year and start trouble again. That said, there is some shock value in a perma-ban when, as you note, a temp-ban just doesn't work.

Not knowing who SKS is (I assume somebody who made trouble before I became a part-timer on the mod team), I say "ban with extreme prejudice." ATT's policy of academic freedom includes academic responsibility, and that includes not "black-holing" somebody else's work without a good reason.

SKS got a year ban from me (reduced to 2 weeks by DocColress) for moving "Salo, or 120 Days of Sodom" and its subpages to some innocuous title. (I can't remember what it was now, and the wikiu's started throwing 503 backend fetch errors at the moment so I can't go look it up.) He did it twice. In less than a week.

And if Stolen5487 is Sky Knight Subaki, he was being especially boneheaded with this ploy, as his 2-week ban ended on Wednesday.
EDIT:  503s have stopped.  SKS twice in 24 hours moved Salo and its subpages to The Boxtrolls, of all things.

Just chiming in to say I support the permaban, and wanted to address a few other related topics.

I put in a request to have the VoteNY extension added to restore our review subpages to full working order, looking at a few others security issues once forced us to take down and will file similar requests assuming they check out.

Also, our Wikia branch, while generally handled well by DocColress and myself, I would like to remind all Miraheze ATT Staff that our Wikia branch is one half of the same whole and if you sign up there, you will be granted admin rights there with no questions asked by yours truly, should you desire them. It's also worth checking there on occasion to see if any troublemakers there were foolish enough to double their stupid on Miraheze (recently had to throw the book at a Grand Master Mario on Wikia that Doc had to do so on Miraheze, guy was a chronic edit warrior and his grammar was consistently atrocious, and he keeps claiming innocence despite that on Wikia despite having open-shut case proof, but I think he got the hint to sod off by now).

And Rob, please, do create a stub page (use the Wikipedia page as a base to avoid leaving a blank page if you need to).

P.S. - Being a Doom fan and occasional editor at the Doom Wiki, I did a little outreach and offered to let them use any content from us since our license permits it (unlike TV Tropes), and we have been graciously obliged here:

Since this is an advantage we have over TV Tropes (CC BY SA is MUCH more permissive license by far), I suggest we capitalize on this in further outreach efforts by advertising our more permissive reuse standards to other sites of interest.

Also, we used a modified fork of their Monaco skin at one point, which seems to have some issues I need to debug by syncing some changes from Quasar's (the head admin at Doom Wiki) version into mine, before we can use it as an alt skin at ATT Miraheze again.

Yes, as Geth says, we should have a stub for The Boxtrolls, just in case, and just because.

And I barely have time to do my thing on Miraheze; even if I got a membership at Wikia I probably wouldn't be able to accomplish much there. Maybe later.

Stub created. I've never used so many needs-wiki-magic tags in one article before.

And I'm a part-time admin on ATT because I'm the only admin on the Poser and Daz Freebies wiki (which I'm not happy about, but nobody seems to want to co-admin). I don't have time to visit Wikia, let alone edit it.

Guys, keep an eye on new user "?Takari Shipper". I've no real evidence yet, nor has he/she/it actually done anything wrong, but judging by how smoothly they've slotted right into the same Compete Monster discussions in which Stolen5487 and Star Knight Subaki were previously hip-deep, I suspect they're the same person yet again. While I don't want to reward ban evasion, I'm inclined to let them be as long as they behave. (Having locked the ban notices for both previous accounts to prevent further "accidental" edits should go a bit towards helping that.) However, if for some reason they start with the random vandalism on the side again... well, we all know the drill.

"?Takari Shipper" has already moved "Transsexualism" to "Transsexual", undoing a move that Questionable Sanity made a couple of years ago. Was there a discussion about this anywhere?

No. Revert the edit and keep a very close eye on them. Ask Miraheze staff to do a CheckUser if need be to suss out any possible socking.

Maybe not - (s)he replaced the image on Complete Monster/Doctor Who with a Just a Face and a Caption image, and chopped out everything about the Daleks in the process. (NoxiousSludge beat me to the Undo button.)

Oh, and I was going to drop a note on Takari Shipper's User Talk page about including license information with images, but I'm getting a new error message:

I've had it up to here with Takari Shipper's crap, so I put an indef block with the ability to edit their own talk page. If they want to explain themselves, and it better be really good, I'll rescind it, but otherwise, their edit warring and repeated sizable edits of contentious topics without discussion is wearing on my nerves.
