Well, there's more to it than that. But to even get an inkling, you've got to turn on the commentary track on the DVD, and even then the director is intentionally vague. "I won't explain why Utena turns into a car, because I don't want to spoil your speculation." Or words to that effect.
But at least he does explain a few things.
