I have always seen the devices doing the grunt work, they optimize the mana flow so the mage usage of mana is more efficient and control the magic based on vague input from the user.
Nanoha's training scene comes to mind, without Raging Heart it takes her a lot of concentration to controll one ball of limited power, wheras with Raging Heart she can controll 16 much more powerfull balls while flying, and with four balls she hardly even needs to spare concentration on the attack.
Also in the manga Nanoha supposedly pays attention in class while at the same time doing a matrix type psychic combat simulation. If you can divide your concentration that much with a inteligent device that is a significant boost.
In gurps terms they provide some level of compartamentalized mind.
