Given that Neshan and Shikanenai have already passed the genin test (bell test or not) there wouldn't be any problem for them there. Equally, if things went that far then the first part of the chunin exam would be easy. Would that mesh with the expectations of those around them? (Katsu=strongest in class? Neshan=brainiac? Shikanenai=troublemaker?) Genin, even exceptional prodigies like Neji and Sasuke don't usually act like seasoned ninja and I'm guessing that all three have a decade or so of experience.
As for how they'll fit in, well, I figure that things'd have to've been retconned to let them fit in with a minimal amount of chaos and 'noise' - which is sort of the point of their being there at all. Presumably, the universe they're in acts as a 'trunk' or anchor point for a number of other Narutoverses, and if it gets too changed, all of those either collapse or go to hell. Literally.
Among other things, this means that they've got the memories of their 'local' lives sort of overlapped on their older personas, which is why Shikamaru and Shikanenai can use twinspeak, or Neshan is losing sleep fretting about his crush on Hinata and Katsu is one step from a breakdown over his Oedipal Complex. ^_^
Neshan... err, 'precision' isn't generally what Explosion Notes are about - for instance, he once answered a question on the Jounin exam about assassinating a well-protected Daimyo with a detailed plan for creating a composite seal powerful enough to turn the entire castle into a smoking crater. Mostly what he does with them is sew them to the handles of his kunai, because that means that, like with hand grenades, he doesn't have to hit - close is close enough.
