Especially considering Makoto from the anime is drawn as a caucasion and presumably actual Makoto would be Asian.

Not to mention the conceit that in Sailor Moon nobody ever recognizes the Sailor Senshi, despite their lack of masks or anything that woudl conceal their
identity at all. If Ian gets really caught up he could just have had Usagi lend Makoto the Disguise Pen which flawlessly disguises people as X (even if it
doesn't, in fact, change their appearance at all).
