BTW: Failed prototype?  I'd say that he was just a prototype - period.  Proof of concept even, that a successful combat cyborg was possible.  And this was proven when TSAB couldn't stop him at the time and it took Lindsy to talk him down before people really started getting killed.
Anyhow, he would have needed certain genetics from the Belkans to fulfil the role that Vivio filled.  Whoop!  Hoagie beat me to the punch.
