The Japanese called them in of course because they have no way of dealing with something like this, also it's during the cold war and Japan is firmly on the American side. After-all the predecessor of JAXA the Japanese Space agency was not set up until 1969 (although this would more likely fall under NAS, which was set up in 1955 before being merged into JAXA. NAS doesn't seem like it would be able to handle that level of tech though.) It takes a bit more of a torterous route, but it also gives some good excuses as for why the astronauts are treated like honered guests.
