If Kate ever flips out and bans all the executives from 'cartoonish acts of villiany' they'd mentally respond roughly like this: 50 odd percent would be flatout be hemming and hawing... then planning easily escapable death traps. Between a third and a quarter wold have no clue what she is talking about. The rest would parse that as 'cartoonish acts of super' being the banned part... not villainy, then picking which of the half would be the easiest to foil the plans of. Basically, someone gets caught and everyone gets promoted.
Also remember that when a department goes rogue they almost always have secretly developed new technology in order to give themselves an edge... so every time Genome ends up with spiffy new tech to play with. For instance... Mason made Largo as his trump card. I'm sure that there are clusters of executives that have had reconstructive surgery, because they got promoted for their revolt/tech upgrades. I'm also sure that a lot more than Kate became property under the Boomeriod laws. Being disappeared into a promotion as it were... Kate was just so compitant and high ranked it was a more useful idea to have her borged and not resculpted. The boomeriod ownership law is why I think Quincy did extra borging in the first place... that and he got a hotie slave girl out of the deal... one that would keep things together on the money side so he could keep handling the fun parts of running the Evil Empire.

Just following a pattern I could see Genome claiming Mars if the Mon slaves became illegal... then splicing in plant genetics for the sole reason of having green martian slave girls... I wouldn't put it past him to have named a city or an entire martian moon Orion...
