As Rider put it, she could save them, but she could not lead them.

Ionian Hetairoi said to Saber that Rider's ideals, that she had derided as being the way of a tyrant, were superior to her own, as they had allowed Rider to succeed where she had failed. The thing with her following her ideals to destruction is meant to parallel Shirou's decision to basically do the same.
