I assume that the village (which I call Hataka for reasons I'll elucidate if anyone asks) is in the Seto Naikai, somewhere near Takarazuka, where the climate allows people to be naked if they're of a mind to. (Truth to tell, I put it near Takarazuka first and then found out that the climate fits.) But yeah, they would put clothes on Néo whether shi wanted them or not -- then again, after experiencing Tristain's climate, shi'd probably at least tolerate them.
Not sure if the romance element is going to be there, nor am I automatically ruling it out -- Néo is such an out-of-context phenomenon for Louise that shi may become interested in her before she develops any feelings for hir. Also, shi's more likely to draw the attention of the men than the women -- which will be awkward for hir, given that shi didn't previously encounter a lot of men in hir daily life (mostly on TV and on trips into TZ).
If shi ever does blow off Louise, shi'll probably head for the part of Germania that corresponds to Sweden, because it's my head-canon that Pippi's father is from there (specifically from the Swedish herm village, Schakopål). How much shi'd be able to "pick up where they [sic] left off" is open to debate, of course.
