Might be interesting to see what Taylor comes up with, even if she's "only" a D-class or so as far as TSAB rankings go. Hell, that's a decent premise for Nanoha-fic in general: someone who *isn't* a world-shaking powerhouse, but a skill-monkey with OCP-tactics.
