That's the thing though, at that point they're denying the rights and responsibilities of citizenship, even if they are free-riding on at least the benefits in physical security with a national army maintaining borders and police/the feds preventing free-roving bandit gangs and so on. That type is likely to have their own wind generator or solar panels and of course a well or their own specifically for the purpose of being off-grid I'd expect, but the basic linguistic argument remains that if you're a sovereign you're not a citizen and people being assholes I wouldn't rule out taking advantage of various social services and programs either.
As for the house and survivability, Japan is known for its rather extreme storms as well, so I'd expect it would be more durable than one might think to look at it. Plus, you know, space magic and ul-tech materials.
ETA: After reading your linked page of Texas Tawk, I have to say that between 2/3 and 3/4 of those are in common use here in the heart of swamp yankee territory. I mean, I've heard people talk about "those no-good shitheels down south" in Connecticut!
