Well, it's more that, apparently, these runners' idea of 'a distraction' in what's basically a 'retrieval in civilian locale' job (AKA 'avoid making a mess and/or leaving bodies') is 'headshot some random guy.' And that's on a Karma job (IIRC Shadowrunners are supposed to get extra Karma from their GM for doing cheap feel good jobs). Which are generally meant to balance the scales in the runner's favour.
In the first, as GM, I'd ding them a Karma from the awards for this stunt. In the second I'd ding their reputation in the shadows, because this is the sort of shit that draws the attention of guys like Knight Errant and other rent-a-cop corporations with lots of manly men with (para)military training. For a runner, that's a bad thing. For a runner, 'I shot the security guard I couldn't sneak past' is just part of the job, and the police don't object too strongly so long as it's just part of the shadowgame. But shooting civilians and inducing public panic? They're going to be very unamused...
