My internet was out for the past day or so, naturally just while I was writing a reply. It doesn't seem like anyone else addresed it, though, so here it is anyway:
Given that Jail's cloning process appears to allow wildy variant gestation times, would it be so odd if he'd already started on Vivio but was artificially slowing the development in order to be able to closely monitor the unique and irreplaceable specimen (samples of the Sankt Kaiser's dna can't be easy to come by after all) and intervene as necessary if anything starts going wrong? It's not like the man doesn't understand long-term planning, whatever his other faults.
