Megaroad-1 showing up (probably someplace nice and tame like Lunar Orbit) is gonna make a bunch of people shit bricks all at once. Of course, the GP is gonna be on the scene like white on rice, followed shortly thereafter by Seto's anti-piracy squadron because Garrick's name got dropped.
Basically, the messed up part is that the citizens of Megaroad-1 are gonna be barred access to Earth... for a time, anyhow.
And also, Earth's protection is more than just Ryo-Ohki. It's also pretty much the entire Jyuraian Navy and a trio of Goddesses... Oh, and don't forget about Tenchi.
Essentially, the bureaucrats are gonna be fighting the Megaroaders because they see no reason at all for them to want to upgrade Earth's defenses when it's already a closely watched protectorate/colony world of the Jyuraian Empire. However, this is where I see Seto stepping in.
Seto will state that, technically speaking, these people are natives of Earth and it would simply be gauche (literally that word!) to deny them their home. But this is just the public boilerplate.
In reality, Seto wants to see what will happen. It's that whole thing with her tossing rocks in a pond to see what the ripples will do. And Seto expects that these people are actually gonna give Earth's technology base a shot in the arm. In fact, she's hoping that with the highly unique Overtechnology, Earth will swiftly become a power unto itself to be reckoned with - and one that will in all likelihood be tightly allied with Jyurai as they facilitate their escalation from a protectorate to a nation unto itself.
What will be doubly interesting is that the implication I get from the source materials is that Earth is actually right at the edge of Jyuraian territory, bordering on the territory of the Galaxy Federation. Which means that Earth has incredible importance as a potential gateway for trade. And having that trade hub be able to protect itself effectively in exchange for a modest tariff? Worth it.
And budding nation states is nothing new in Tenchi Muyo. Most are actually well established and highly successful pirate guilds that go legitimate by brokering trade through their established territories.
So what would wind up happening would be about half the colonists will go down to Earth with a hefty amount of knowledge of Overtechnology - enough that soon several different versions of VF-0's and ARMD Platforms are gonna start popping up everywhere.
Also, because they want to eventually go after Garrick, Megaroad-1 is refitted into a proper Super Dimensional Fortress, complete with a civilian city tucked away inside, just like the original SDF-1. It's really not quite as difficult as it seems because under the ship's skin, she is still an SDF. The hardest part is coming up with all the armor plating that requires, but the Jyuraian Empire is sponsoring the refit because they want their new House Head back home and in one piece.
Imagine, if you will, their reaction when they land in Space Battleship Yamato.
They are gonna fucking blow their stacks. It's going to be like in the game, Homeworld, when you hear those horrifying words: Kharak is burning.
