It looks like an upgraded version of those 'wacky wallwalkers' I use to get when they still hade prize in breakfast cereal boxes. The 'Wacky Walkwakers' where little vaguely octopus like sticky things that you threw at the wall and they stuck to it just enough to catch themselves and stay on the wall as they slowly tumbled down it.
To make these all you would have to do is find a gel like material that is both sticky enough, to hold onto the impact target, and acts like memory foam so it can reform. As mentioned above about ST.
The problem with these things is that if the impact surface isn't really clean it collects all kinds of dust dirt and small debries. After a (mostly short) while they get covered in stuff and have to be washed... and they they get cracked and get 'sores' all over them (though one or two big ones are the most common).
So remember that once they get used, they end up as even creepier plague zombie versions of them selves staring at you with those miserable eyes.
