The only I've found is to complete the main quest up to a certain point where Elder Lyons suggests that you get the requisite training from one
of the Brothers. It activates after the plot point that allows you into the citadel (about 3/4 into the main quest). I don't know of any other way, but
I've only had one playthrough so far.
(One point in the game's favor: it's plot outshines Oblivion by several hundred factors.)
