As a general rule it's not the President's job to stay on top of the motor pool. As long as there's a plane waiting in case he needs to go somewhere, he lets the staff handle it. That's their job, to worry about fiddly things while the president deals with the important shit. So it doesn't surprise me that as long as plane #1 was ready they wouldn't bother the boss with a low-priority photo op with the backup.
