It may run into the same problems that other medical lasers have when dealing with flesh.
Mainly that we are bags of dirty water.
And heating that water to flash-boiling temperature, while painful and bit messy, often tends to be counterproductive to penetration. All that boiled water, whether it ends up as gas or plasma (depending on the strength of the laser) then immediately interferes with further penetration.
I'd like to see what this does to live plant matter before I make any judgements on it's effectiveness as a weapon.
