This isn't quite what you were looking for (and probably costs more than you were willing to spend), but the Japanese release of the Nanoha movie has English subtitles. http://www.cdjapan.co.jp/detailview.html?KEY=KIBA-91822]The DVD requires an all-region DVD player, but http://www.cdjapan.co.jp/detailview.html?KEY=KIXA-90073]the Blu-Ray is region-free. (And, should you be lucky enough to get them, the "First Press" bonuses are lovely.)
It looks like they don't have A's (either on special or at full price), alas.
I'll be visiting the local brick-and-mortar store Sunday; I'll see whether they still have A's.
